Managing Board

Nikola Pavlović

Nikola Pavlovic has graduated from the Faculty of Civil Engineering, at University of Belgrade, Department for Structural Engineering and became Master of Science (Civil Engineering). Since 2015, he is a certified PMP („Project Management Professional“). Currently, Mr. Pavlovic holds the position of Director for marketing, technical preparation and business development at Energoprojekt Visokogradnja plc., leading construction company in southeast Europe, which executed many complex projects in over 50 countries around the world.

During its career, Mr. Pavlovic was directly included in the construction of high-rise buildings and industrial plants on international projects. He is specialised in negotiation, contracting, managing FIDIC Contracts, preparation and defending of construction claims. Mr. Pavlovic is actively involved in FIDIC Contracts since the very beginning of his career. Since 2019, he is one of the trainers for Local FIDIC training, organized by ACES.

Mr. Pavlovic is an active member of the Serbian Chamber of Engineers and has licences for Design and Execution of the Works. He is also a member of PMI (“Project Management Institute”) and PMI Serbia. Mr. Pavlovic is Co-Founder of website related to claims in the construction business: www.construction-claim.com.

Nikola Matić

Nikola Matic is a qualified Engineer with over 30 years experience of Engineering in infrastructure and buildings.  He is especially skilled in multi-disciplinary project studies different segments integration under the FIDIC model of contracts.

His experience embraces planning of land transportation and the engineering of the required infrastructure, including building sector.

He has large experience in negotiation, mediation, claim and contract management and problem solving on regionally funded projects.

Besides regular tasks in managing companies VMS and DNEC, he is responsible for all aspects of the supervision of construction, for the administration of construction contracts under various FIDIC Conditions of Contract.

He is a co-funder and Board member of the national consulting engineers association – ACES.

As of September 2015, as an Executive Member Board of Directors in EFCA (European Consultant Engineers Association) besides regular activities, he is responsible for driving Future Trends group, a newly formed EFCA sub-committee.

Over the last 15 years Mr. Matic has been engaged in numerous cases and trainings referred to the Legal, Technical and Claim & Disputes aspects of FIDIC use in the Projects.

Dragana Čukić

BS and MS at Faculty of Civil Engineering in Belgrade – Department of Structures, where she continued professional engagement as teaching assistant at Steel Structures, until 2006.

During her academic career, she was the President of the Supervisory Board and the Member of the Presidency of YASE (Yugoslav Association of Structural Engineers), from which she was awarded as a credited member. Dragana is author of numerous scientific papers and co- author of the monograph “Steel Structures”. As a designer of steel structures, she participated in the development of a number of projects, and is one of the initiators and active participants in the introduction and implementation of structural Eurocodes in construction practices in Serbia.

From 2000 Dragana developed fruitful career in project management and real estate development. She has been involved in the development of one of the largest real estate portfolios in the region as a part of the largest private company in Serbia – Delta, at first as Project Manager, than Delta Real Estate Development Director, Director of Delta Invest, having the position of CEO at Delta Real Estate and the member of the Board of Directors of Delta Holding in 2011.

Since August 2012 with partners she started private company JAI Development&Consulting primarily oriented to investment and consulting in the field of renewable energy resources and real estate.

Branislav Simović

Branislav has dynamic 30 – year career with leading international civil construction companies throughout South East Asia, Australia, Middle East and Europe. He was involved in construction of large and prestigious building and infrastructure projects such as: Zastava – FIAT, Univerzijada 2009 – Block 67, Porto Montenegro, Atlas Capital Center, Osijek Porta Nova Shopping Mall, Liman Park Project, IT Park Indjija and Belgrade Waterfront.

Branislav has thorough knowledge of construction and site development activities – from design to implementation and evaluation. Knowledge of construction project plan requirements, cost estimating, specification writing, building/site codes and standards and inspection techniques, knowledge of financial procedures to maintain project cost control. Branislav has expertise in preparation of project quality assurance programs, preparation and implementation of policies, procedures, and practices for design and construction quality management

He has been a Member of the ACES Board ever since its foundation in 2009, and served as the President from 2015-2017.

Prior to establishing of ACES, in the period from 2006 to 2009 he was actively involved in FIDIC activities, as Company MACE, with Branislav as Regional Director was the Affiliate member of FIDIC for Serbia. It was under his leadership that MACE became a co-founder of the National Association of Consulting Engineers in Serbia.

Mr.Simovic has been working as Consultant in Hill International since September 2017.

He is also a Corporate Member, Chartered Engineer, Member Civil College Institution of Engineers Australia, NPER, Member of The association of Professional Engineers, Australia, Member of The Quality Society of Australasia, Member of The Institute of Quality Assurance – London, UK, Member of The National Safety Council of Australia, Member of American Society of Safety Engineers, USA and a Member of Serbian Chamber of Engineers, Serbia.

Nikola Cvijanović

Nikola Cvijanović is a civil engineer with 23 years of experience in the field of design, construction, supervision and project management. He has extensive experience in the field of multidisciplinary projects characterized by the application and integration of various professional elements according to FIDIC Contract Models.

His experience includes design, execution, supervision and management of infrastructure and construction projects. He has extensive experience in negotiation, mediation, claims and contract management as well as the problem solving on projects. 

Mr. Cvijanović is the CEO of the company “NBC Univerzing” d.o.o. which is engaged in the large number of active contracts, management and supervision of various types of facilities that are executed according to different models of FIDIC Terms of Contract.

In his previous work, he made a significant contribution to the development and improvement of the role of consultants and engineers on projects in Serbia and the region, thus participating in the creation and establishment of modern engineering practice. 

In addition with his many years of involvement in ACES, he participated and contributed to the promotion and development of his association and its role in the implementation of the FIDIC contract. For 10 years, Mr. Cvijanović was involved in numerous cases and trainings that dealt with various aspects of using FIDIC on projects-legal, technical, compensation claims and dispute resolution.

Katarina Obradović Baklaja

Katarina Obradović Baklaja Company position: Partner Company: BIT Law Office Katarina is attorney at law with over twenty years of professional experience, specialised for Construction and Real Estate law and Dispute resolution. She spent first part of professional career in judiciary, acting for 9 years as a judge within that period.

 In her adjudication and arbitration practice she successfully implements years of judicial experience in areas of proceedings guidance, presentation and evaluation of evidence and decision writing. After joining Bar Association, she represented clients in
international arbitrations under ICC rules, VIAC rules and BAC rules as member of office arbitration team. As part of academic specialisation in the area, she completed multi – disciplinary post graduate studies „International Construction Contracts” at Panthéon – Assas University Paris II and holds a PgD from that university. She is advising clients in numerous projects over the region in areas of Real Estate, energy law and infrastructure with focus on projects based on various models of FIDIC General Conditions of Contracts. 

From 2017. she is appointed to National PRO List of experts of ACES in two expert categories: List PRO 2 – recommended lawyers for the field and List PRO 3 –recommended Adjudicators for DAB. Katarina is an active member of Aces Working group, promoting a role, importance and implementation of FIDIC standards in Serbia and in the region and engaged as a trainer on local FIDIC trainings organized by ACES. She has full working capacity in English.

Vesna Prodanović

Vesna Prodanovic has a degree in mechanical engineering from the University of Belgrade and a master’s certificate from George Washington University in project management. She is a certified Project Manager – PMP.

After spending the previous 25 years with engineering and construction company Energoprojekt, where she became Chief operating officer, she joined Bechtel in 2018. as Deputy project manager.

During her time in Energoprojekt, Vesna worked on design, construction and project implementation as an engineer, coordinator, site and project manager and project director on developments in Serbia, Russia, Nigeria and Belorussia – Tourist complex “Hyatt Regency Crni vrh”; Clinical Center of Serbia Belgrade; US Steel – Sartid;Tobacco factory Monus Inđija; Shopping mall “Delta City”; University residential complex “Belville”; Reconstruction of the smelter and building a new sulfuric acid plant – RTB Bor, Bank Kazan, Almetjevsk, Pharmaceutical factory Tyumen, Russia; Tobacco factory in Nigeria; three hospitals in Jamaica; Parliament building in Nigeria; Energocenter Minsk.

Vesna is a member of SMEITS, PMI, PMI Serbia.

She speaks English, Russian and German language.

Saša Trajković

Sasa Trajkovic is graduated civil engineer, director, and owner of STMG Consultancy d.o.o. Beograd, leading consulting company in the field of civil engineering in the Region. Mr.Trajkovic has a working experience of over 26 years in managing projects for building business and residential buildings, shopping malls, etc. Working on capital projects, he developed leadership skills and built relationships with clients based on understanding, common interest and already proven success.

In his professional career, Sasa Trajkovic gained significant knowledge, expertise and experience in the field of consulting engineering, both in the domestic and international markets.

Ivana Panić

Ivana Panić is a partner at Moravčević Vojnović and partners in cooperation with Schoenherr. She specialises in real estate, construction law with an emphasis on FIDIC Conditions of Contract, along with construction arbitration. As construction law/FIDIC is her main area of expertise, Ivana has been engaged in all the firm’s FIDIC-related projects on various project sides (investors, contractors and subcontractors) throughout the CEE in different industries, such as highway construction and financing, retail center development, hotel/resort development.

Ivana is acting as local FIDIC trainer with the Serbian Association of Consulting Engineers. She is also a part of a tier-1 Real Estate and Construction focus group.

Predrag Subotić

He graduated from University of Belgrade, the Faculty of Civil Engineering– Department of Structural Engineering, and passed thestate exam. He owns the license of Chamber of Engineers and certificate of the International Federation for the peaceful settlement of disputes.

He gained significant experience in Project Management (investments) in Serbia, Montenegro and ex. Soviet Union, including all phases necessary for the project: tendering, contracting, acquisition of permits and approvals, design, construction, supervision, planning and coordination, delivery. He has participated in some of the most important projects in Serbia, such as reconstruction of the factory “Grmec”, reconstruction-building of the Yugoslav Drama Theatre after the fire in 1997, Business Center “Usce”. He managed the projects (investments) in more than 40 sites in Serbia, including complete equipment and related infrastructure-Serbian-Hungarian border crossing” Horgos “and others.

He gained significant international experience working in the Caspian Pipeline Project (CPC Project) in Russia and Kazakhstan, as well as working on the “MTS Outsourcing Project”, a project of the largest Russian mobile operator.

He has excellent knowledge of FIDIC standards.

Mr. Subotic have been employed with Siemens Ltd., on the position of “Head of Project Management “, since March 2008.

He is a Member of the Foreign Investors Council – Committee for the “Real Estate”.

He was elected as a member of the ACES Board of Directors on 28th February 2011.

Predrag Pažin

Predrag Pazin graduated from the Faculty of Mechanical Engineering in Belgrade, a department for thermotechnics. He gained a rich work experience working in the companies Gec Alsthom, Janko Lisjak and Termoinzenjering.

Since 2002 he has been working as an Energy Efficiency Advisor in Construction in the Ministry of Mining and Energy and newly founded Energy Efficiency Agency of the Republic of Serbia, Trained by experts from the World Bank, the European Agency for Reconstruction, The Norwegian EE group, the Danish company CarlBro, the Catalonia Energy Institute and many other world-renowned EE companies.

He managed projects financed by the EAR in accordance with EU Guidelines: Training named “Train the trainers “of Serbian experts for making energy balance in buildings and Demonstration EE project in public buildings, as well as projects financed from the WB: EE and in accordance with their procedures in schools and hospitals with reconstruction of 30 facilities.

Mr. Pazin worked in the Implementation Unit within the Ministry of Health of Republic of Serbia, on the project “Serbian Health Project” financed by the World Bank

He continues his career in project management, procurement by WB procedures, EIB with additional trainings in FIDIC Contract terms in Termoinzenjering, where he leads the team in sales and contracting, which has accomplished dozens of capital projects such as construction factory Michelin Tigar Tires in Pirot, Contitech in Subotica, Pharmaswiss and Galenika in Zemun etc.

Oliver Šajatović

Partner BATES SEE responsible for operations in Serbia, Montenegro and Croatia. The company BATES SEE has been employed since 2001.

In his career he participated in projects as project leader or other responsible positions, such as Abu Dhabi Plaza, Astana, Kazakhstan, Mercury Project, Bay Maljevik, Montenegro, Block 26, Bluehouse, Belgrade, Serbia, Hotel and Office Tower Old mill for Radisson, Belgrade, Serbia, Phillip Morris, Niš, Serbia and many other. Especially in the oil and gas sector is engaged in the development of a network for OMV Serbia, Mol Serbia and Croatia, NIS, Eko Serbia and Montenegro and others. From 1999 to 2001he was employed at J&P in Lybia as the leading engineer of Planning and Analysis, at many facilities of oil and gas sector through infrastructure and construction. Before that he worked as a constructor for various construction companies as a project manager.

He graduated from the Faculty of Civil Engineering in Belgrade in 1997.

Radomir Radičević

Graduated from Faculty of Civil Engineering, University of Belgrade. Representative of Serbian Assosiation of construction steel constructors (SCSA) The European Convention for the steel construction and has licences of Engineering Chamber.

For more than thirty years of work in company Mostprojekt a.d. Belgrade, he gained extensive experience in the following areas: Bridge Design, Knowledge of national regulations in the construction of bridges, Supervision of works, Knowlwdge of FIDIC, Material quality control, Coordination and administration of all participants in the project, Team work and management.

Radomir Radičević participated and was head of the following projects: Reconstruction of the highway Novi Sad – Belgrade, Bridge Rehabilitation ‘Gazela’, Supervision of rehabilitation and reconstructuring Bridge ‘Puente Duarte’ in Dominican Republic, Bridge Rehabilitation ’Ostružnica’ across the Sava river, Cleaning project of Danube in Novi Sad, Contruction of a bridge on the highway over the river Sava – „Gazela“, Building bridges in Serbia in length from 60m to 120m, Construct, design and supervision of works on steel antenna towers/spiers of 25m to 200m.

Ljiljana Rosić

Ljiljana Rosic graduated from School of Electrical Engineer University of Belgrade, Serbia, as a specialist of Automatic Control and gained the Master Certificate in Project Management on the George Washington University, Washington D.C.

During more than twenty years of working in Energoprojekt Oprema company, she acquired great experience, especially in multi-disciplinary projects that integrate different professions and technical – technological systems, in country and abroad; from the Project Engineer, Chief Engineer, Project Manager to the Projects Coordinator.

She participated, managed and led the realization of large and elite projects with know-how technology, from which some are: several projects of Thermal Power Plants Reconstructions and Modernizations in Serbia, NIS Business building in Belgrade and N.Sad, Underground Railway Station “Vukov spomenik” in Belgrade for which she gain special recognitions and award, Hyatt Regency Hotel in Belgrade, Surgutnjeftegaz Hotel and Business Building (Russian), Niznjevartovskneftegaz Business Building (Russian), Tapestry Factory in Kalus (Ukraine), Drug Factory in Tumen (Russion), Agro-industry Complex in Krasnodar (Russion), Tobacco Factory for British American Tobacco in Ibadan (Nigeria), as others project in Nigeria (Assembly National Complex in Abuja, etc.).

Ljiljana Rosić is licensed member of Serbian Chamber of Engineers and member of “Project Management Institute” with adequate update PMP license (“Project Management Professional”).

In the name of Energoprojekt, as co-founder of Association of Consulting Engineers of Serbia – ACES, she is member of ACES Managing Board.

Miloš Švarc

Milos Svarc has 37 years of experience in managing investments into buildings, infrastructure and telecommunications systems (from concept through design, construction, procurement and technical equipment installation, to a commissioning function).

He worked on numerous projects in the former Yugoslavia, as well as in Africa (Zambia, Nigeria, Zimbabwe, Uganda, Guinea, Ghana), Middle East (Iraq, Kuwait, Libya), and in other countries (Russia, Panama, Sri Lanka, Thailand, China). He started his career in Energoprojekt, where he had worked for 27 years, after which he founded his own company FIDECO with focus in consulting in the field of water, energy and environmental protection.  He has also been engaged in following companies: UNICO, ZECCO, Limes, and Tahal.

Currently he serves as the Chairman of the Board of HYDRO-COMP company in Belgrade, and General manager in consulting companies S.E.E.C. ltd. and DEKOTRA INŽENJERING ltd. in Belgrade. He is a co-founder and first President of the Board of the Association of Consulting Engineers of Serbia (ACES), and a Board member of the Credit Agricole Bank in Serbia.

He graduated from the University of Zagreb with a bachelor’s degree in electrical engineering, attended Harvard Business School executive program, and acquired various management skills throughout his extensive experience and training in Serbia and abroad.

Zoran Đorđević

Zoran B. Djordjevic, Ph.D. (CEng), PMP, is CEO and owner of consulting company YU Build. Dr Đorđević has previously worked in Energoprojekt – Industry and Aeroinženjering. He taught Construction Management and Construction Project Management at the University of Belgrade School of Civil engineering for 15 years.

He obtained M.Sc. and PhD degrees in Construction Project Management at the same school; he is certified PMP (Project Management Professional), licensed UNDP trainer in project management, he has Construction Designer and Contracting Engineer licenses issued by the Chamber of Engineers of Serbia and is a trained mediator for construction disputes in Serbia.

During the course of his career, Dr Djordjevic worked on numerous construction projects in the former Yugoslavia, Serbia, Russia and Iraq. He led many software projects for the Serbian construction industry. YU Build is a founding member of ACES and dr Djordjevic serves as the Vice-President of the Board.

Milan Šmigić

Milan Smigic, PMP, Project Management Consultant with ESI International since 1999, and Primavera Systems Inc. Authorized Trainer since 1998., founder and CEO of CPM (Center for Project Management – leading Project Management consulting and training company in the Balkan region),  Mr.Smigic has more than 15 years’ professional experience in managing projects in Infrastructure, Information Technology, Finance, A/E/C and Utilities industries.

His experience includes development and implementation of Enterprise Project Management Information Systems including PM and ERP integration. He has extensive Project Management Consulting and Project Management Training experience covering the following knowledge areas: Cost & Schedule Management, Configuration Management, Earned Value Management, Human Resources Management, Communication Management and Risk Management.

Managing projects for a wide range of clients (Deloitte&Touche, UNIDO, EPS, Belgrade International Airport, Energoprojekt), he gathered extensive Project Management and Management Consulting experience in delivering projects reliably within agreed parameters and providing integrated software solutions for coordinating multiple resources, teams and activities on projects worldwide. Mr. Smigic received his B.Sc. in Electrical Engineering from the University of Belgrade. He is a Member of Project Management Institute and has acted as the President of PMI Yugoslav Chapter in term 2004/2005. Co-founder and Member of the ACES Board.
